The District Election Officer, usually the District Collector, manages election logistics in a district, coordinating polling staff, voter lists, security and counting under directions from the Chief Electoral Officer and the Election Commission.

The Vice‑President is elected indirectly by an electoral college of all Members of Parliament of both Houses using a secret ballot and proportional representation by the single transferable vote; state MLAs do not vote.
